Each channel has a different scope. The Sheriff's Office owns the local booking record. NC DAC covers state prison, probation, and parole records, not an ordinary local jail stay. News and commercial copies can outlast the official case or omit a dismissal. An image match should use at least two stable facts, such as booking number, date of birth, middle name, case number, offense date, or release date.
NC SAVAN can bridge a current status question because North Carolina links participating jails and Adult Correction, but its purpose is notification and person-level status. No permanent photo-retention promise was located. If VINELink displays an image, record the reporting agency and access date and still request the sheriff or DAC source record. A photo shown beside a transfer event does not turn the transfer into release to the community.

Pamlico State Offender Photos
NC DAC Offender Public Information covers people with North Carolina prison, probation, or parole records. Search by offender number when possible, or use the narrowest accurate name and identifying fields. Open the correct record, compare the person's details and sentence history, and note the capture date. A DAC image identifies the state offender record. It is not proof that the image came from a Pamlico County booking or that the person remains in prison.
Status fields matter as much as the photograph. Compare Inmate Status with Probation/Parole/Post Release Status and inspect Actual Release Date when available. A person can be out of prison but active on community supervision. A state record also does not prove that the conviction occurred in Pamlico County merely because the person was housed at Pamlico Correctional Institution.

An agency news release or local report may preserve a photograph after the source roster changes. That publication documents what was reported at the time. It does not establish present custody or the final court result.
